issuance of the emperors manifesto calling the assembly was given more unfavorable criticism than praise and the russian press through ignorance took a far less favorable view of the new institution than did the foreign papers the value of the assembly the extent of its powers and the long steps forward it marks in the path of now becoming generally realized throughout the empire A flood 0
