EDITOR'S NOTE: This is the second in a series of articles to acquaint farmers of the Uintah Basin with the purposes and accomplishments ac-complishments of the Uintah Basin Soil Conservation. District. By-laws of, the Uintah Basin Soil Conservation District, adopted March 16, 1948, are in accordance with the provisions of Section 7 of the Soil Conservation Act of March 23, 1937, insofar as the governing body of the district consists con-sists of five members. Three' members mem-bers are elected by the legal voters vot-ers of the district and two members mem-bers are appointed by the State Soil Conservation Committee. Officers The officers of the Uintah Basin Soil Conservation " District shall consist of a chairman and vice-chairman vice-chairman to be' elected for a term of one year, by the Board of Supervisors, and a secretary-treasurer to be employed by the supervisors. su-pervisors. It shall be the duty of the chairman chair-man of the board of supervisors to call an annual meeting for the purpose of electing officers for the coming year. All members of the board shall be duly notified of the purpose, time' and place of such meeting at least a week in advance. ad-vance. Powers and Duties of Officers The chairman shall preside at all meetings of the board, he shall be' the executive officer of the dis-district, dis-district, and he shall sign for the district and the board all contracts, con-tracts, agreements, or other papers necessary to conduct the affairs of the district, when he is duly authorized to do so by the board. He' shall have such other duties and powers as usually devolve to the executive office of a public corporation. The vice-chairman shall act in place of the chairman in all things, in the event of the absence' of the chairman from the district or from any meeting of the board, or when the chairman shall be incapacitated inca-pacitated for any cause. The secretary-treasurer shall be the custodian of all papers, docu--ments, and records of the district and "theb0arc! He shall keep, accurate' ac-curate' and compfete'-SUCUtes of all meetings of the board, whicft minutes shall be available for inspection in-spection by any owner of land in the district at reasonable times. He shall attest the signatures of the chairman to all contracts, agreements and other papers necessary ne-cessary to the conduct of the affairs af-fairs of the district, except for the disbursements of funds. The treasurer shall be' the custodian cus-todian of the funds of the district and shall be at all time's charged with their safe-keeping. He shall furnish bond in such amount and with such conditions as shall be required by the board; and the cost of such bond shall be borne by the district. He shall affix his signature to all vouchers, warrants, war-rants, checks "or other instruments of funds of the district. He shall keep at all times an accurate' and complete record of financial transactions trans-actions of the district and of funds remaining in his hands'; and such records shall' be available for inspection in-spection by the officers of the board or by audit by an authorized author-ized representative of the State Soil Conservation Committee. |
