PURPOSE The purpose for the proposed Special Imp-rovement District is to provide a means for financing the ins-tallation of a ten inch 110") sewer main, nine 19) manholes and fourteen (14) laterals along 150 West from 1120 North to 850 North, in American Fork, Utah. Said improvements till be installed by a private contractor based on an open bidding system ac-cording to, specifications prepared by the American Fork Oty Engineer. DESCRIPTION OF PROPERTIES . .. Properties included in ibis Special Imp-rovement District are ill of those with front-age on 150 West which are located between U20 North and app-roximately 850 North, American Fork, Utah. INTENDED IMPROVEMENTS The improvements to t constructed within Ike District include the Mowing:. Installation of a ten inch (10") sewer main approximately two thousand feet (2,000') long. Installation of nine (9) manholes and fourteen (14) four inch (4") sewer laterals. Connecting of newly installed line to the American Fork Sewer System. ESTIMATED COSTS OF IMPROVEMENTS The total cost of improvements in the District as estimated by the City Engineer is approximately $80,000, which shall be paid by a special assessment to be levied on a frontage basis against the property herein described. Cost of the improvements may be financed during the construction period by the use of interim warrants. The interest on said warrants will be assessed to the property owners. LEVY OF ASSESSMENTS It is the intention of the City Council of American Fork City, Utah to levy assessments as provided by the laws of Utah on all parcels and lots of real property within the District. The purpose of the assessment and levy is to pay the costs of the improvements. The assessments may be paid by property owners in ten (10) annual installments with interest on .the unpaid balance at a rate or rates fixed by the City Council, or the whole or any part of the assessment may be paid without interest within fifteen (15) days after the ordinance levying the assessment becomes effective. Other payment provisions and en-forcement remedies shall be in accordance with Chapter 16 of Title 10 of Utah Code An-notated, (1953), as amended. A map of the proposed District, copies of plans, profiles and specifications of the proposed improvements and other related in-formation are on file in the office of the City Engineer who will make such information available to all in-terested persons. METHOD OF ASSESSMENT The method to be used in equitably assessing property owners within the District for their share of the costs will be calculated on each property's frontage based on the benefit to be derived by the property. TIME FOR FILING PROTESTS Any person who1 is the owner of property to be assessed in the District described in this Notice of Intention shall have the right to file in writing a protest against the creation of the District or to make any other objections relating thereto. Protests shall describe or otherwise identify the property owned by the person or persons making the protest. Protests shall be filed with the City Recorder of American Fork City, Utah, on or before 5:00 p.m. on the 8th day of May, 1984. Thereafter at 6:30 p.m. on the 8th day of May, 1984, the City Council will meet in public meeting at the offices of the City Council to consider all protests so filed and hear all objections relating to the proposed District.
