Abraham Lincoln If the bill introduced by Representative Represen-tative Fry in the house of representatives represen-tatives at the state capitol last week is evenually made a law, taxpayers throughout the state will know just where their, money goes when handled by tax expending bodies. Representative Represen-tative Fry's measure provides that the board of county commissioners, boards of education of each school district, the city councils, town boards and ivery board or commission appointed by. said county commissioners, boards :;f education or other bodies empowered empower-ed to spend any sum' or sums of mon-jy mon-jy derived from taxation or special assessment, shall . prepare and keep a brief, concise and accurate monthly 'report of all proceedings showing each official action taken and the vote thereon, together with a statement in ' abular form showing each warrant issued, to whom, for . what and the amount, and shall publish said report ach month not later than 10th day of the month succeeding the period . covered by said report in a newspaper newspap-er published within the taxing unit 1'or which said report is published. , It is provided, however, that if no newspaper . is published in a taxing unit, then in a newspaper of general circulation in said unit, and that items naid out to indigents, .dependent mothers mo-thers or other individuals who are in oublic charges, need not be published but may be stated as a total and that 1! warrants issued for any amount less than $5.00 need not be published but shall be shown in the total monthly month-ly expenditure. . -monthly salaries " of all elective officers, offi-cers, appointive officers and employes under yearly contract need not be published pub-lished monthly, but shall be published publish-ed once annually in the Januuary 'monthly report. The publisher to whom the several reports may be given, shall print the report without addition, deletion or alteration, in type not larger than 8 point and shall furnish proof of publication pub-lication in a stipulated time following publication of such notice. Representative Fry's measure, known as house bill No. 59, provides that any person charged by law with the duty of publishing any such report re-port or statement, who shall fail to comply with the provisions, shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not less than $25, nor more than $100. The importance of Fry's measure being supported by every lawmaker at the state capitol and the final passage pas-sage is imperative as a safeguard for the taxpayer. The passage of the law would provide means for those "footing the bills" to know where his or her money goes and the enactment of the measure into a law would provide pro-vide this one thing.
