Show COAL RATIONING MAY BE ORDERED BY NEXTWINTER With a real coal famine staring the' householders of the United States in the- face.. Dr. Garfield, national na-tional fuel administrator, has an-announced an-announced that coal rationing will in all probability be one of the first acts of the administration for the winter. In a statement issued from Washington he says: "Under this system, every one will get his fair proportion of coal. The hoarder will be eliminated. The plan involves a department o coal allotment in connection with every fuel administrator's office. Its important im-portant features are: "First A censorship of every order or-der for coal received by any dealer, each order being compared with a fuel rating on the house where the coal is to be used. This rating will be obtained by the application of a simple formula fixing the amount of fuel needed by a structure of any given size and outside exposure under un-der any given climatic conditions. "Second Actual inspection of any doubtful' cases and a checking up through inspectors of statements made by householders as to the coal on hand, the space to be heated and the heating system used. "Third An effective refusal to. furnish any householder more coal than a scientific analysis shows is necessary if the requisite care is taken in heating the house." Prosecution of anyone who, through fraud or misrepresentation, secures more than his proper allotment allot-ment of fuel Is threatened. |
