Show 5h-ie!-WeIfare Services And The Juvenile Court Governor Herbert B. Maw has recently announced that he is planning to "transfer" the child-welfare child-welfare services to the Juvenile Courts. This plan is radically contrary to recommendations of the White House Conference on Children in a Democracy, held in 1940. It is also opposed to good so-.'ial work procedure as recog- j nb:ed by Authorities everywhere. While child-welfare and the j Juvenile Court are related, they have different functions. Child-welfare Child-welfare administers a preventative preventa-tive program through early discovery dis-covery of difficulties and skilled treatment. The Juvenile Court is largely judicial. , This contemplated change will be a step towards the political appointment of employees rather than on a merit basis as is now in effect for child-welfare workers. work-ers. This would definately tend to lower personnel standards. If the governor thinks changes in the child-welfare program are desirable, he would do well to - maa seek the advice of individuals itrUC who are qualified .in this field in order that any changes made Ugh may be sound and practical.
