Show Defends Renegotiation Competitive bidding for war contracts is "practically nil," declares de-clares Maurice Karker, retiring chairman of the War Depat-ment's Depat-ment's price adjustment board. Mr. Karkar, in testimony be fore the House Ways and Means Committee, reported that renegotiation renego-tiation of war contracts has saved the government and taxpayers some $4,000,000,000 without depriving de-priving any company of its ability abili-ty to pay dividends.
