Show Comp plan to set general policies by RICK BROUGII Record staff writer The latest version of the city's comprehensive plan will steer away from specific action on zones to , emphasize general policy on such issues as parks and community design. A public hearing on the comprehensive compre-hensive plan will be held at 5 p.m. today, June 13 at the Marsac Municipal Building. The earlier version of the comprehensive plan has been split into two documents, according to Park City Planning Director Bill Ligety. Versions of the plan, drafted in 1984, contained an analysis of each zone in the Park City area and made recommendations for its development. But after discussion from City Council, said Ligety, the zone-specific zone-specific sections were placed into a separate document called the Implementation Im-plementation Guide. This is less formal than the Comprehensive Plan, he said, but will be used as a working document. This does not mean the remaining portion of the Comprehensive Plan is left as generalizations. "It starts to try to define lots of things," said ligety. The plan includes sections on . . land use and community develop ment. Policies on traffic circulation and parks and recreation have been beefed up, he said. When these standards are set, Ligety said, they can help the city make decisions on specific zones. The latest Comprehensive draft also emphasizes one statement as a general goal of the city: "To guide development and redevelopment in a manner which will enhance the town's appeal as a world renowned four season destination resort while preserving the natural and built features which form Park City's unique community character." Ligety said the statement highlights high-lights a question that is difficult to answer: Is Park City for the permanent resident or the tourist? The answer, said Ligety, will guide how the city deals with several important issues, such as nightly rentals, the use of the bus system, and the distribution of commercial zones. For the future, said Ligety, the city is also planning to produce a comprehensive plan pamphlet for local developers and businesses that could be displayed on a wall. It would include a map of the Park City area and summarize the policies and recommendations of the Comprehensive Comp-rehensive Plan. ' |
