Show EDITORIAL For some time now the city has been considering three capital improvement projects which if completed would benefit most everyone in Park City. They are: the restoration of the historic Miners Hospital into a new public library , the participation with the school district in the construction of a major community recreation and sports complex and the improvement of the city's outdoor park facilities. There is some urgency with all the projects and city officials would like to begin work this spring. Specifically, the Miners Hospital probably won't stand another winter in its present state without incurring severe structural damage. The sports complex or field house would cost much less if constructed along with the proposed new middle school scheduled for ground breaking this spring and the present park facilities are currently incapable of serving the needs of our growing community. Residents have been urging city councilmen to take action on the projects as soon as possible but city fathers have yet to find a solution to the problem of financing the improvements. The most recent proposal would to finance the projects through the issuance of general obligation bonds. The bonds would be secured and retired over the years by the city's municipal taxing authority. The issuance of bonds would mean slightly higher taxes for all Park City property owners. In essence, residents would be indirectly paying for the facilities they badly need and want and will ultimately use. A public hearing on the subject has been scheduled for March 26 at the Memorial Building at 7 p.m. The city councilman will attempt to determine if the residents are at all receptive to the proposal. If they perceive a favorable response among citizens, a general election will be held where the voters will either approve or disapprove of the bond issue. We feel the proposed improvements are vital to the community and further feel the timing is right for bond issue to effect their actualization. We also realize that the taxpayers will ultimately be paying for the improvements and the final say in the matter must be theirs. We urge all Park City residents to attend the public hearing March 26 and let their views be known. We also urge all residents to become as familiar as possible with the proposal so their decisions can be made with foresight and wisdom. |
