The commissioners set the date for the bond election at their regular meeting last Tuesday, November 1, and were expected to finalize the bond proposal at this week's meeting. Construction of the annex could begin next spring. The Summit County Board of Commissioners has set December 13 as the date of a county-wide bond election proposed to finance a $1.5 million courthouse annex. Although the final provisions of the bond proposal had not bee.-, set at press time. County Planning Director Max Green-halgh Green-halgh reported that the election will probably call for a $1 million bond to be paid off over a period of about 10 years. The remainder of the cost of the annex would be financed from this year's and next year's $267,000 "in-lieu" tax payments from the federal government. The payments represent the amount of money that would normally be collected from the county's large amount of federally owned land if it was privately owned. Greenhalgh said the bond, if it passes, should not cost taxpayers more than 1.5 additional mills in their yearly property tax levy, which is currently 11.5 mills. The two-story annex would house the presently over-crowded County Recorder's office, a much-needed new jail, the County Sheriff and new district court chambers.
