Discussing Dis-cussing tho question of possible war Letwecn Germany and Great Britain, Rear Admiral Evans said to the Associated As-sociated Press today. "Under the conditions, I think there, can be only one opinion respecting tho outcome of a naval war between England En-gland and Germany. It Is a delicate question" to discuss, as I hae numerous numer-ous German acquaintances, but on the ether hand, some of my dearest friends are British oClcers, "and after all, blood is thicker than water. It is certain Germany is not building her new navy for her health. To an outsider, out-sider, it looked as if England gave Germany a great opportunity when the lords of the admiralty abandon'd building build-ing certain types of warships, and started the Dreadnaught class. It enabled en-abled the Germans to start out on a more equal footing in the ship building build-ing race. I have no fears about Great Rrltain not malutaing the lead. "Dreadnaughts. or iargei vessels of the same type, are the war vessels of the future, at least for the first class European powers. These will decide the fate of nations. Torpedo boats and torpedo boat destroyers will always al-ways have the lead. They will be retained re-tained to make nervous men even more uncomfortable. No doubt they may do effective service on land, but I have my doubts regarding their efficiency elsewhere.
