A curious Instance of a French distinction dis-tinction being conferred on the wrong man has Just been revealed. A few days ago It was announced that a Mr. Henri Japy, county councillor coun-cillor for the district of Belfort, had been appointed an officer of the Legion Le-gion of Honor for meritorious services. serv-ices.
