Conroy, acting under instructions in-structions received from headquarters. Tho new committee Is styled tho county committee on proposed construction. con-struction. In Weber county, tho committee com-mittee members will be Dr. E. M. Conroy, Con-roy, chairman; J. U. Eldredge, Jr., secretary, sec-retary, and C. A. Day, member. The lottor to Chairman Conroy from the state council follows: "No doubt you have heard of a recent re-cent ruling of tho war industries board which requires tho state council of defense to pass on every proposed construction con-struction within the State of Utah. For this purpose a special committee has been created by the state counoll known as the proposed construction committee. "It is now necessary to extend the organization of this committee into tho counties. We are, therefore, writing tho chairman and secretary of each county council to assume responsibility responsibili-ty for this committee, it is believed by the state council of defense that tho chairman and secretary of the county qouncil, together with one other person per-son chosen by them, should constitute the county committee on proposed construction. "Tho duties of this county committee commit-tee will be to receive applicatlono for any proposed buildings In your cpun-ty. cpun-ty. These applications must include a full statement of facta under oath. A blank far this purpose i3 enclosed. Upon receiving the application, the committee will make a thorough investigation in-vestigation and report at once to the secretary of the state council its decision de-cision as to wether the proposed construction con-struction should be allowed or not. This opinion will bo presented to the special committee which will review the decision of the county committee and will then recommend to the state council of defense that the building bo approved or disapproved. The approval ap-proval of the state council of defense Is necessary before the building may be erected. The local committee will, therefore not notify the applicant that his building is approved or disapproved; disapprov-ed; that will be done from this office. "We are sending you under separate sep-arate cover Bulletins No. 21 and No. 113, which explain the procedure. "It is very necessary that we have your acceptance of this responsibility b return mail, and as soon as possible possi-ble the name of the third person of your committee. You will also notify the dealers in building material in your county not to deliver any material mater-ial without a permit from the state council of defense except as noted in Bulletin No. 21. "Kindly bear in mind that the government gov-ernment is depending upon you to enforce en-force these regulations in your county in order to conserve material, manpower, man-power, fuel and transportation.
