It was pointed out that many difficulties diffi-culties would be experienced in picketing picket-ing a city of the size of Philadelphia with marines and also that the president presi-dent has power to create dry zones to protect either army or navy camps. There appeared little doubt that a zone order might follow if the city officials of-ficials did not act. |
