SMUGGLING ARMS ACROSS BORDER Washington,. Dec. 1. Investigation of alleged smuggling of arms and ammunition across the border into Mexico by a special house committee will be proposed in a resolution to bo introduced Tuesday or Wednesday by Representative Kahn of California. Mr. Kahn said on a recent visit to the border he had heard much talk about smuggling and charges that bandit chiefs in Mexico were buying ammunition through banks along the border. He said the talk went so far as to report that some of the ammunition ammuni-tion shipped across in violation of President Wilson's embargo order included in-cluded dum dum bullets. nn
