Show CARRANZA WILL PUNISH BANDITS Assure United States He Will Proceed to the Pursuit of the Guilty. Washington, Jan. 16. General Carranza Car-ranza today renewed his assurances to the United States that ho would make cvory effort to punish those responsible re-sponsible for the murders of American Amer-ican mining men near Santa Ysabel. A dispatch from Consul Silllman to the state department dated at Que-tare Que-tare at 9:30 this morning, said Carranza Car-ranza had personally assured Mr. Silllman, Sil-llman, in reply to the department's demand that the murderors be run down, that "ho had Issued orders for the immediate pursuit, capturo and punishment of those responsible for tho atrocity." Simultaneously, in a dispatch to Eiisio Arredondo, his ambasador-des-ignato here, General Carranza announced an-nounced that he was about to issue a decree permitting any citizen of Mexico to execute any of the bandits ban-dits "without formality." Tho dispatch from Consul Silliman follows: Immediate Pursuit. "Department's telcgTam of January Janu-ary 13, 5 p m. Massacre Americans at Santa Ysabel, received at 8.20, and Immediately placed beforo General Carranza by me in person. General Carranza said that he had already issued is-sued orders for the immediate pursuit, pur-suit, capture and punishment of those responsible for the atrocities. He stated that he belioved this outrage was committed by men associated directly di-rectly with Villa and that It was done spoclally to provoke International troubles at this time. He said ho had declared those responsible outside the law, to bo punished with death If caught. "Ho appeals to the secretary of state and to tho public of tho United States to consider the wide strip of tho Central railway, the great difficulty diffi-culty of guarding the entire distance, and the comparatively easy task of destroying a train or attacking a buihII place. He says that nobody can lament more than he such an atrocity or be moro concerned about it, but that protection Is relative and that even In the best regulated tsates outbursts of disorders and lawlessness lawless-ness may cause destruction of property prop-erty and loss of life. "He says he is receiving full reports re-ports from General Trevlno and that all efforts will be made to protect Americans and any other foreigners who may be In the district. Carranza's telegram today to his embassy here, follows: "The government, under my direction, direc-tion, has adopted every necessary measure to Insure the prosecution of an energetic campaign for tho capture and destruction of the party of Vil-laista Vil-laista bandits and to continue the same to its complete accomplishment. I have asked General Jacinto B. Tre-vino, Tre-vino, commanding the constitutionalist constitutional-ist troops in tho vicinity, to obtain for me the names of the assailants in order that a decree may be is- sued placing them outside the pale of the law. When this Is done any citizen or citizens of the republic will have tho right to arrest the guilty parties without other warrant and to execute them without formality. "Similar decrees were issued and executed effectively in the cases of assaults and dynamiting of trains In another section of the republic within with-in the year, notably when a passenger train was dynamited and its passengers passen-gers assaulted near Aizacojapizaco and again near Jalapa.
