TAFT SAYS WAR AIDS DEMOCRATS San Francisco, Aug 24. William IT. Taft, former president of tho United Stales, who arrived here tonight to-night from Portland, Ore., expressed tho opinion that the European war has had an important effect upon American political conditions. 'Tho chances of Republican success at tho coming presidential election," ho said, "were excellent until the war intervened to upset tho normal trend of events. This war has prevented the normal and natural effect of tho Democratic Dem-ocratic tariff and has given a protection pro-tection which that .tariff would not have secured to American Industries.
