C. mediators definitely refusing re-fusing their invitation to send delegate? dele-gate? to treat with those of Huerta concerning the provisional presidency of Mexico, was given out here tonight by .Modesto C Rolland. chief of the newly established constitutionalist commercial agency in New York City. "The unconditional surrender of Huerta or of whateer other admin ist ration claims to derive its supposed authority from him or from the ele- f ments which maintained him in pow- er," was the sole offer General Car-ranza Car-ranza could accept from Mexico City. The message In which the statement was contained was transmitted here In connection with the wishes of General Gen-eral Carranza. to his agent In Washington, Wash-ington, Rafael Zubaran. The note stated: "The first chief expresses sorrow at not being able to accept the Invitation, Invita-tion, but In view of the fundamental illegal character of Huerta's govern ment and the attitude which has al Ways guided Senor Carranza to regard Huerta's acts.
