| Show general alien issues specifications for heavier washington dec 23 far moro se tero than any other nation Is the united states in its requirements in the matter of the flying machine ot heavier than r type as set out in the specifications issued today by general allen chief bignal officer upon which inventors are invited to submit bids to be opened on february 1 next this machine must carry two persons ot the combined weight of pounds and sufficient fuel for a flight ot miles it must be designed for a speed of at least 40 miles an hour but a machine will be acceptable of 36 miles an hour although only CO per cent ot the contract price will be paid likewise there la provision tor a premium on speed in excess of 40 ades an hour so that at 44 miles the machine would cost the government per cent of the contract price the hardest requirement to meet and one never heretofore realized by any inventor is that before acceptance a trial endurance flight will be required of at least one hour during which time the flying machine roust remain constantly in the air without landing unless the bidders are also the makers of the flying machine they must state the name and place of the maker they must also cupply complete scale drawings 0 their devices and they are notified that it Is desirable that the machine ahall be capable ot being easily and quickly token apart and reassembled and be transportable in an army wagon to protect the department against irresponsible and visionary persons who set up claims to the invention of practical alsing machines bidders will be required to furnish with their proposal a certified check to the amount ot 10 per cent of the machine |
