in the bill under consideration and an estimate 0 fco methin g over C recommended by mr williams the democratic leader to carry on tho work until the of january mr hepburn in charge of the bill suggested that something 0 c r would carry on the v ork until maichi there was no indention manifested to delay the borr only argument for cutting down alie original estimate being that closer scrutiny might be had of the estimate the bill waa amended in accordance with cf mr mann of II 11 directing the president to require annual reports from canal officers covering all details of the work requiring such employed emp loyes to give congress any information it may desire and restricting all expenditures to money appropriated by congress and to that received of the property prop eity of the panama railway otherwise tho bill was not amended and it contains besides the appropriation a provision removing a tax disability against the proposed bonds to be issued for the construction of the canal thus placing the bonds on a tooting with other government bonds as available for security for bank circulation and to rc the treasury for the money appropriated in the bill the bond provision in tho bill was a point of attack today mr williams offered several unsuccessful amendments all seeking to abandon the policy of issuing bonds for the canal work on the ground that there is sufficient available funds in the treasury to meet all needed demands for the canal work mr overstreet did not succeed in amending the bill so that the already expended in canal construction might bo refunded to the treasury from the sale of the canal bonds the bond policy of the two parties occasioned the feature of the debate and resulted in limited political discussions secretary taft niad by the auditor and purchasing agent of the canal commission came to the capitol and remained available to give any information that might be asked for on the floor but they were not called on with tho bill out 0 the way and no committee appointed to begin con of tho several thousand measures that have been introduced since the session began the house adjourned until tomorrow to justify the necessity of maintaining a surplus in the treasury mr mentioned the possible disaster of democratic rule and added that one of the cycles of depression which mr williams had often argued about might arrive then interrupted mr williams 1 understood that the surplus in the treasury over and above that declared necessary as a working balance by treasury officials aej of which is on deposit in national banks with interest is necessary to guard against a recurrence of democratic lule or one of mr williams cycles tho amendment was defeated an amendment striking out the bonding provision of the bill was next ordered by mr williams the amendment was defeated to mr williams offered an amendment making it discretionary instead of mandatory for fhe secretary of the treasury to reimburse he
