Show undesirable immigration since 1880 there has been an average annual immigration of about persons the greatest number of persons who came in one year was in the fiscal year 1902 1903 of this number or nearly one third were destined to new york state the italians numbering the hebrews and the poles there were in all about from eastern and southern europe while the remainder were from western europe by eastern and southern europe Is meant russia austria hungary italy turkey bulgaria beryla etc and by western europe great britain scandinavia germany france switzerland spain and portugal the financial condition of those who came to new york may be estimated by referring to the report 0 the united states industrial commission page from which it appears that south italians brought on an average hebrews and poles each it must be conceded that this is not a large amount for a person to lve on in new york while looking for work another very significant fact 3 that while the total immigration last year per cent came from eastern and southern europe and per cenal from western europe out of tha total immigration destined to new york state nearly 80 per cent was from eastern and southern europe this is unanswerable evidence that the former peoples tend to seek settled and many overcrowded aex trea of population while the latter class are more inclined to themselves there are few if any who will not agree that the united states should rigorously exclude criminals kaupen and those who are physically In capaci bated laws to that effect have been on the statute books for some time la 1875 convicts and immoral women were prohibited in 1882 luna Uc idiots and persons unable to care for themselves in 1891 haupers paupers and per sons suffering from loathsome and contagious disease and in 1903 bics tics persons who hava been insane within five years previous profession y al beggars and anarchists were pro it would therefore seem that there has been for some time no possibility of the admission of these three gener al classes of aliens viz criminals haupers paupers and those physically incapable yet what Is the actual condition in this state according to the new york press march 2 1904 dr peterson and sir lockwood of the new york state lunatic commission appealed to the secretary of the depart ment of commerce and labor for aid in keeping alien insane from becoming a burden to the state these gentlemen are reported as stating that new york is expending the enormous sum of annually for the support of alien bom insane that 60 per cent of the inmates of the insane asylums of the stale were of alien birth and that no less than insane aliens who nad been inmates of foreign insane asylums now awaited alon Is not this an astounding condition and Is it not sufficient ground of itself for a more severe scrutiny of incoming aliens than the present law directs this tax of a dollar a year i tor each resident of new york state v to maintain alien insane Is by no r means all of tha burden dr george F shrady writes look at the constant stream of immigrants coming to this port two thirds 0 the patients in our hospitals are foreigners there recently appeared a statement which has not been contradicted to the effect that twenty of tha ne york city hospitals had an annual aggregate deficit of about and various methods were sag l by which this be met if dr Sh statement Is a fact and an inspection of the reports of several hospitals indicates that it is would not the solution of this problem be in this very immigration question that we are considering ita manifestly the proper thing see that no more such aliens come |
