Show H WORK FOR FOOL-KILLER. Hl The fool-killer should reach out for those senseless writers who H persist in referring to every outbreak of lawlessness as the enforc- H ing of the "recall." "We presume the ninnies do not know better H and that their minds are a blank as to the meaning of the "recall." H For their benefit we repeat that the recall is but an enlarged ap- Hj plication of what is known in popular government as a regular Hl election. Instead of waiting for a regular election to recall a pub- H lie servant who has proved unworthy, a petition is circulated and H if a required percentage of the qualified voters attach their names Hl to the accusations, setting forth the unworthiness of the office- H holder, a special election is ordered and the entire electorate is H called on to vote and it requires a majority of all the registered H kToters to oust a man from office. H Now let us ask in what particular does this orderly method of H government resemble a wild outburst of a murderous gang of out- H laws, the killing of an honest judge, the uprising in Mexico or the H reign of terror in China? H We must admit that if popular government, in which mon H aspiring to office for election or re-eleclion, is to be looked upon as H the rule of the mob, which charge many monarchistic writers re- H peatedly have made against the republican form of government, then HJ the recall is an aggravated form of that offending. H The editors who so loosely prate about the recall being mob H ule, are too asinine to be reasoned with. |
