Show uo CONSPIRACY CHARGE AGAINSTJHAWKSHAW WASHINGTON. July 7. Charges i that a conspiracy exists between United States postofflce inspectors and the W. J. Burns Detective ageuc, the conspiracy being aimed at tho destruction de-struction of their business, was made today in a petition filed by the Perkins Detective agency of Philadelphia, Phila-delphia, Pittsburg and Indianapolis, with the selection of a committee appointed by the senate to Investigate the "third degree" methods of the police. po-lice. I Charles A O'Brien, city solicitor of Pittsburg, tomorrow will ask that the committee undertake an investigation of the circumstances surrounding the raiding of the Perkins agency offices in three cities and the seizure by postofflce inspectors and operatives of the Burns agency. j A. G Perkins, Walter W. Perkins I and A. Thomas wej:e accused recently I of having written to C. Strong of Eric, Pa., that unless $50,000 was forthcoming, forth-coming, the Strong house and mau-soelum mau-soelum would bo blown up. The letUttJ were alleged to have been anonymous and forwarded to Mr. Strong, with tho idea in view, it was contended, that tho Perkins ngency would gain employment in ferreting out the authors and preventing tho carrying out of the threat. The petition sets forth that the raids wero made on he Perkins agency in all three cities by postofflce postof-flce Inspectors and the Burns dotec-tlves, dotec-tlves, and that the former, acting under un-der federal laws, seized valuable papers pa-pers and personal records. In addition, addi-tion, the officers and employes of tho Perkins agency, the petition further charges, were subjected to "third degree" de-gree" methods to extort evidence or confessions. W. J Bums, head of the Burns agency, was a former secret service official In the treasury department Ho achieved notoriety through his work in tho anti-graft crusade In San Francisco and Is now in the limelight because of his work in the cases of John and James McNamara.
