Show Fl HIM Radical Changes Are to be Made in the Regulations Mexico City, May X$. During the recent diplomatic exchanges between ( the government and tho leaders of tile revolution, which resulted yesterday in the proffered resignations of President Pres-ident Diaz and Vice President Cor-1 rail, the agreement on Foreign Min-1 ister DeLaBarra, as acting President, ! and the arrangement of a general nimistice as a basis of peace, the 1 government drafted a now eelctlou . law for submission to the chamber of deputies and under which the election oi Diaz's successor will be held. The measure, so far as Is consistent, follows fol-lows tho French law, under which the national executive Is elected for sov-1 en years by a majority of votes by J the senate and chamber uulted in an . assembly. j Heretofore the Mcxicnn government has conducted the elections through the local mayors, who presided at the pollings. The mayors passed on the eligibility eligibil-ity of voters and counted the bollots. Their powers, linked with their ob- i ligations to the national government, t caused the government to be accused j of fraud. Under the proposed law, tho mayors must keep their hands off Candl-, datos will conduct their own campaigns cam-paigns and their representatives will control the registration lists and count tho ballots. The whole design j of the bill is to place the franchise , completely In the hands of the voters vot-ers For the benefit of those who can not read, the name of each candidate can-didate will be presented In an exclu-' s:c color or varl-colored bnllot sheet. Thus they may scratch off the colors col-ors In which the names of opposing candidates appear, leaving only the color and name of the voter's choice It Is admitted that the first election elec-tion under the new system will be a crude affair, but It will be. according accord-ing to popular belief, a step in the right direction Doubtless, there will be some disorders, but the government govern-ment hopes that this will be local and comparatively easj of suppression. suppres-sion. nn |
