Show Grade 3 Tires Motorists heretofore eligible only on-ly for used passenger tires Grade 3, will now be able to obtain new passenger tire "factory seconds," as sa result of a reclassification of these tires into Grade 3, S. ' ''New 'factory seconds' are tires or tubes which the manufacturer has found to be imperfect, and upon which he has placed a spe- cial identifying mark, or from which he has removed the brand name," Mr. Rich said. Until now, they were included with all other new passenger tires and tubes; however, they are now being taken out of that category because be-cause of slow movement. An eligible elig-ible motorist who was issued a ration certificate to buy a new tire was unwilling to accept a 'factory second', which resulted in a 'backing up' on the 'factory seconds'."
