Show ROYAL RED TAPE Red tape, during the reign of Queen Victoria, reached its highest high-est peak. So great was its power it was necessary for the queen to overcome over-come it even in her own household. The following is a good example of the state of affairs at the time: The dining room was habitually cold, and one day the queen sent Baron Stockmer to see the master of the household. That worthy listened lis-tened to the complaint of the Baron and when the nobleman had finished said: "You see, Baron, properly speaking, speak-ing, it is not our fault.
