Show .$2000 FOR REST ESSAY The essayist who advances the best plan for the conduct of the congress and the president in our foreign re lations w ill win the Henry M. Phillips prize of $2000 in gold. Announcement w as made in Philadelphia Phila-delphia by the American Philosophical Philosophi-cal Society for Promoting Useful Knowledge that competing essays must be submitted before the end of next year. The subject Is: ''The Control of the Foreign Relations Rela-tions of the United States; the Relative Rela-tive Rights, Duties and Responsibilities Responsibili-ties of the President of the Senate and House, and of the judiciary, in Theory and in Practice."
