OCR Text	Show TROUBLE AT CAPE HAITIEN. French Marines Landed and American Ameri-can Bluejackets to be Sent. Washington. The situation at Cape Haitien is the most threatening al present. French marines have beer landed there and Rear Admiral Cap erton is on his way from Vera Crua with 700 bluejackets and marines ii armored cruiser Washington to re lieve them and preserve order. The commission sent recently bj President Wilson to Haiti headed bj former Governor Fort, it becamt known Sunday, took a pessimistic view of the situation. While thej did not specifically recommend armee intervention, the commission gave th( impression that it was almost hope less to expect an orderly governmen to be established without some dras tic action by the United States.
