Austria Holds That the Ancona Case Comes in the Same Category as the Lusitania Case, Which is Still the Subject of Negotiations. Washington. The prospect of a satisfactory sat-isfactory settlement of the controversy with Austria over the sinking of the Ancona was given a setback on Friday Fri-day when confideniial information was received In Washington as to the attitude at-titude of the Austrian government. The possibility of a break between the two governments was at once revived. The communications from Austria, which came through diplomatic channels, chan-nels, purport to give also an outline of the probable reply of the Austrian government. According to these advices Austria holds that the Ancona case comes in the same category as the Lusitania case, which is still the Bubject of negotiations ne-gotiations between the United States and Germany. The reason for this, it is stated, is that Austria has never Fjiven instructions to the commanders of her submarines to observe the rules of recognized international law is the United States and Germany 5oth understand them at the present .ime; which provide that vessels shall lot be torpedoed without full warning md without provision for the safety )f every person on board.
