The Federalization Feder-alization of the Militia as Proposed Was Adopted. Washington. The army reorganization reorganiza-tion bill to provide increased land defense de-fense was agreed upon Saturday by the house military committee after a session of strenuous voting. The committee com-mittee included int he bill, an increase in the regular army to 137,000 men, 2,000 more than the war department recommendations called for. The regular reg-ular army provision also provides for a 2 per cent leeway in enlistments, which would allow the president to recruit re-cruit the army up to about 143,000 men. The committee included in the bill practically all of the proposals incorporated incor-porated it the original draft framed a week ago. The federalization of the militia as originally proposed was adopted in toto and without opposition. opposi-tion. It was agreed, however, to provide pro-vide for the enlistment of militiamen imum of 800 for each congressional imumof 800 for each congressional district, with an additional 200 to 808 at large in each state for each United States soldier. The militia bill gives the president authority to draft the militia into the federal service in war time and also gives the secretary of war authority over the organization, training and discipline of the state troops. |
