Show Five County Orgn. Hears f Special Report At the monthly meeting of the Five County Organization held In Kanab, Friday, Mar. 1, Hyrum Plaaa, political science instructor from B Y U. talked to the subject sub-ject "Public Administration that Exists In the United States." He stated that while the federal government Is increasing, accent Is Increasingly In favor of the local level. He believes that gov-ernment gov-ernment officials are more honest hon-est than in the past In spending public monies. Following, as a general topic, Mr. Plass discussed Intergovernmental Intergovern-mental Planning as a result ol a study he had done on county road programs. If state, county and city do not get together, says Mr. Plaas, the road program will lack coordination, thus go to dead ends or through school yards, parks, or home sites. There should also be unity in planning between subdivisions, communities and areas, making sure that while cooperating as a whole, community individuality individuali-ty la preserved. Mr. Plaas warned against letting let-ting the organization be used as a tool for pressure groups to get what they want ' During the business session' at the conclusion of Mr. Plaas address, ad-dress, the Articles' of Incorporation Incorpora-tion formerly approved, were read to the members and guests. Each county was requested, through Its county chairman, to submit one name to Governor Clyde, from which a southern Utah member of the state road advisory commission may be named.' The organization again re affirmed its stand that it lav, ored the one cent gasoline tax only if It Is spent on roads. Representatives from towns along Highway 89 objected to the wording of a resolution deal-Ing deal-Ing with priority In new road construction and the treatment of Highways 89 and 91.
