Show City Gels Report from Planning Expert! I. Despaln, consulting planner of Provo, reported to the Cedar City Council and the Southern Utah Livestock show In regard to tentative plans and progress In connectlo with the proposed livestock pavilion north of the city. Despain was called In on the planning of the area by the city as per agreement with the livestock live-stock show organization. The tentative report calls for additional addi-tional study and additional agreements between various counties and makes suggestions on the basis of prospective "extra" "ex-tra" activities for which the area might be utilized. The report by Despain is as follows: fol-lows: Considerations It is my belief that a number of rather fundamental aspects of the proposed jr. livestk show development be given further consideration before work Is begun be-gun on site plans. These considerations consid-erations consist of the following: 1. Will the program include the five-county fair? It would seem that this question ques-tion should be presented to the county commissioners of the five counties and a decision reached with respect to It because, unless this phase of the program Is sup. ported by the counties, there is not much prospect of holding a' successful fair. Is there sufficient interest ln horses in Southern Utah to put, on a successful horse show In I conjunction with the livestock show, fair, and other phases of the total program? I Since livestock occupies such ' a dominant role In the economy of Southern Utah, It would appear ap-pear that a horse show would be one function which would com- j mand a lot of interest and could even grow Into a nationally re. cognized event. Perhaps a meet. Ing could be called of those who might be interested in sponsoring sponsor-ing a horse show, with the thought in mind of getting their j reaction to the idea. If the Ideal Is acceptable, it might be well! to form a committee or other organization or-ganization to sponsor the horse show phase of the total program. 3. Would it be advisable to try to Include a riding club show in the program? I These are very colorful events I and would seem to fit into a program of this nature very well. The local riding club would like, ly have to be the moving force behind such a show, and for that reason It would seem advisable advis-able to consult with them on it. I Outdoor Development 4. Should consideration be given giv-en to the development of a community com-munity park designed to accommodate accom-modate family picnics, family 1 reunions, and other outdoor activities ac-tivities sponsored by church and civic clubs? Or Is this an item which should be developed independent inde-pendent of the livestock and fair program? It may be that some of the young exhibitors may wish' to "am; out during their stay at the livestock show if there were a suitable place to pitch teir tents rc-asonabl close to the main area. At first thought it would seem that a rodeo would fit in. to the entertainment phase of the program. It Is questionable, however, due to the lateness of the season whether weather conditions con-ditions would permit the sue-cesful sue-cesful year-after-year operation of a rodeo during fair time. Of course, it may be possible to hold a rodeo earlier In the summer, or, If the date of the livestock show could be advanced to the middle of Augut, a rodeo could no doubt be successful. However, In view of the fact that a race track and stables already al-ready exist In the southwest part of the community and a rodo facility Is already constructed In the canyon to the east, I believe 'hat a great deal of thought be given to this matter before another rodeo facility is constructed con-structed in connection with tne livestock show and fair. I real, ize that St. George conducts a hirrhly successful rodeo, but the difference In climate, I feel sure, will have a bearing on th? success suc-cess of a rodeo if staged du-irif September. It would poem that tho same risk wou'd not be Involved In-volved In either a horse show or a riding club show because noj heavy financial guarantee would be necessary. Carnival Attractive 6. I do not believe there Is any. question nbout the wisdom of a' carnival In connection with the livestock show and fair. These are attractive features and would contribute greatly to the success of the program. As you have pointed out, however, -re should be taken to avo:dj getting an outfit that would takej advantage of the children and thereby engender the opposition of their parents In continued participation in the livestock show. I believe that there Is an n-usually n-usually good opportunity for the Junior livestock show to grow Into a very significant thing. It fits well Into the economy of the area; It promotes Interest In bet. ter livestock breeding; It give the young people a challenge along the lines which many of them will follow In later life. And for these reasons It should command com-mand the Interest of nearly everyone. In fact, it could ultimately ulti-mately grow Into a nationally recognized affair given proper pro-per planning of facilities and energetic administration. I think the officers, directors, and others who have helped to carry on the program to date have done a highly commendable Job. While It may be advisable to prepare a preliminary plan to present to various people In order to give them an Idea of what Is envisioned,, en-visioned,, I believe that the considerations con-siderations mentioned above should be fairly, well resolved beore spending a great deal of time In preparing final site plans. When the major concepts of th program have been resolved, re-solved, the site plans can be prepared pre-pared to fit the program. |
