Show i Dumping of Grass Cuttings in Ditches Floods Streets City manager Thomas A. Thor-sen Thor-sen announces that considerable difficulty has arisen from the clogging of . irrigation ditches within the city, causing considerable consid-erable flooding of streets and sidewalks, and asks for cooperation coopera-tion in avoiding this condition. He points out that investigation investiga-tion has revealed that In nearly every instance the clogging has been caused by property owners throwing weeds, grass cuttings and rubbish in the ditches. Mr. Thorsen states that there is many Indications that people in many Instances are throwing grass cuttings, particularly, in the streams as a means of disposing dis-posing of them. This practice, he points out, is rather a selfish one because It means that the cuttings are merely flooded onto the property of someone else, or clogs up the ditches so that the streets are flooded. While the city manager appeals ap-peals to everyone to cooperaite by eliminating this practice, he also states that if the practice continues con-tinues It will be necessary to take steps to prosecute those who cause flooding of streets or property |
