One effect of the decree will be to make difficult the marriage of a Catholic to a Protectant by a priest in 1900. Mixed marriages, as they are commonly termed, are customarily cus-tomarily allowetd only by dispensation of th3 Bishops, but for the holy year this power is suspended.
