Show County Commission Meets PANGUITCH The Garfield County Commission met Mar. 27 with Commission Chair Louise Liston, and Commissioners Maloy Dodds, and Clare Ramsay, County ClerkAuditor Camille Moore, and County Attorney Wallace Lee. By motion and unanimous approval, ap-proval, the commission adopted the agenda with the addition of a grant application for a watershed at Panguitch Lake by Jody Gale, Utah State University Extension. By motion and unanimous roll call approval, the commission voted vo-ted to enter an executive session for personnel purposes. Following the session, they returned to general session by similar motion and role call approval. Public Lands Counsel Barbara Hjelle attended to discuss pending litigation issues. Public Hearing Zone Change Stephen, Jeanine Fellows Present were Scot Walter, Stephen and Jeanine Fellows, Brian Bremner, and Nancy Twitchell The Planning and Zoning Commission had reviewed the zone change request and recommended that the change be approved. There were no public comments. By motion mo-tion and unanimous agreement, the commission approved the petition for a change of zone from agriculture agri-culture to residential estates on property owned by the Fellowses near the Panguitch City Cemetery. The Fellowses will complete the dedication of the right-of-way and the final road abandonment will be acted on at the Apr. 10 meeting. Public Hearing Zone Change, Scot Walter Present were Scot Walter, Stephen Ste-phen and Jeanine Fellows, Brian Bremner, Nancy Twitchell. Planning Plan-ning and Zoning had reviewed the zone change request and recommended recom-mended the change be approved. On motion and by unanimous vote, the commission approved the petition peti-tion for a change of zone from agricultural agri-cultural to residential estates for a subdivision on property owned by the Walters north of Hatch. Paunsagaunt Special Service District By motion and by unanimous vote, the commission approved the creation of the Paunsagaunt Special Service District to "provide fire protection services, snow removal, water and sewer services through the acquisition or construction of fire protection facilities, water and sewer facilities with necessary appurtenances and equipment therefor" under Resolution 2000-3. Multi-County Appraisal Trust Agreement After review of the agreement, and by unanimous vote, the commission, approved valuation services with Multi-County Appraisal Apprai-sal Trust. Hume Lake Monument Fly-In A request had been made that a commissioner attend an information meeting at the proposed Hume Lake Monument in California. Because of scheduling conflicts, none of the commission members would be able to attend. Escalante High School Request for Waiver of Building Permit Fees A letter had been received from Matthew Edwards, Escalante High School Shop Teacher, requesting that the building permit fees be waived for the low income house that is built each year by the shop classes at the high school. The fee for the house built in 2000 is $348.25. After discussion, the commission, com-mission, by motion and by unanimous unani-mous vote, approved waiving the fee for this year and if there is a need in a future year, a request can be made at that time. Business License Beer License Applications Applications had been received from the following businesses: Western Town Resort, Highway 89, Panguitch; Richard Sharp, business license and beer license; Cowboy Kettle Corn, Cline Lyle, Tropic, business license. After review of the applications, Commissioner Com-missioner Dodds motioned and the commission voted unanimously to issue licenses to Western Town Resort and Cowboy Kettle Corn. Ticaboo School LeaseSale Commissioner Liston updated the Commission on the progress of the Ticaboo School LeaseSale to the Church of Jesus Christ of Latter-Day Saints. The LDS Church is on the School and Institutional Trust Lands Adminis- tration Board agenda for their May meeting to determine the status of the lease of property. After the terms of the lease are determined Jack Nielson, LDS Church, will meet with the Commission to determine how to proceed. Panguitch Lake Watershed Grant Application Jody Gale, Utah State University Univer-sity Extension Service, presented a request to the Commission for support application for a grant for approximately $70,000 to do studies, stud-ies, hire employees, etc. for a watershed project at Panguitch Lake. No county funds will be expended. After discussion, Commissioner Com-missioner Dodds motioned to support sup-port the Watershed Project at Panguitch Pan-guitch Lake. It carried unanimously unanimous-ly and they signed a letter of support. sup-port. Gale also offered his assistance assist-ance in applying for additional grant funds for the County GIS project. Bryce Canyon Airport Pickup Fees Present were Chris McCormick, Greg Pollock, Taylor, Bob Syrett, Bruce Fullmer, Diane Buffington, Lamar Lefevre, Kenny Miller, Janet Oldham, and Nancy Twitchell Bob Syrett, Garfield County Travel Council, expressed the council's concern regarding the proposed airport shuttle fee at the Bryce Canyon Airport. The proposed fee will be collected per vehicle for commercial passengers. The FAA will not allow a per head fee, it must be by vehicle count. After discussion, Commissioner Dodds recommended a committee from the Travel Council work with Greg Pollock, airport manager, and Commissioner Ramsay to try to find a solution to the issue. Travel Council Executive Director Bruce Fullmer will coordinate the committee com-mittee and report the results to the Commission. |
