SCOPING NOTICE Sport Fish Enhancement Projects Proj-ects on the Boulder Mountain The Utah Division of Wildlife Resources (UDWR), in cooperation with the Dixie National Forest, and Bureau of Land Management, is seeking public comment for a proposal to improve sport fishing in lakes and streams on the Boulder Mountains of southern Utah. The Boulder Mountain has historically produced some of the most outstanding fishing in southern Utah. However, during the 1998 Regional Advisory Council (RAC) meeting the public expressed concern over the decline of many of the Boulder Mountain fisheries. The UDWR was asked by the RAC to investigate this situation and recommend corrective actions. As a result, 27 of the over 80 lakes managed for sport fishing on Boulder Mountain were surveyed during 1999. Most of these 27 lakes were believed in poor shape to begin with and, in fact, eighteen were found to contain either stunted brook trout, nonnative redside shiners, andor nonnative mountain suckers. To correct this situation and improve sport fishing on the Boulder Mountain the UDWR Proposes to treat eighteen lakes and iree associated stream systems with the fish toxicant rotenone. All fish would be temporarily elimina ted from target waters arid replaced with other trout species, including rainbow, tiger, splake, and locally native cutthroat trout, that would improve the quality of angling at these fisheries. Projects would be implemented over a six year period and waters would be treated for two successive years to insure complete removal of target fish. Where necessary, neces-sary, rotenone would be detoxified during the treatments at the lower end of project areas to prevent downstream impacts. Rotenone is a natural chemical that will not harm irrigated crops, livestock, people, other mammals, or birds at the concentrations used to kill fish. It is approved for use as a fish toxicant by the EPA and has been used widely in the United States since the F930's. Water used as municipal water supplies have ' been treated with rotenone in at least seven states, including Utah, with no harmful effects. Fish killed by rotenone have not been cleared for human consumption and salvage of treated fish by the public will not be permitted. Fish migration barriers are also proposed for two streams to prevent re-invasion by fish species removed during treatments. In general, barriers bar-riers would be constructed at the lower end ot treated sections and consist of small rock structures that would create a drop of roughly 5 ft. Migration barriers will be constructed construc-ted outside roadless areas using local materials and limited machinery-Waters providing lower levels of sport fish recreation will be treated first, while declining waters that still provide some recreation will be treated near the end of the six year project.
