Weekly those containers could be easily rolled to the curb and emptied by machinery attached to the side of the trash trucks. No manpower would be needed to manually load the trash into the truck and litter from trash cans which tip over or are invaded by pets would be reduced. But Terry Coburn, director of Public Works, said even if Lay-to- n does decide to go to the automated system it would be over a year before the public could be introduced to the new system, which leaves the city to deal with current trash problems. Laytons garbage contractor, Roche and Sons, has told Cobum it is collecting more trash than the city is paying it for. Collection of money for the is done through the city offices along with the water bill and Roche is paid for each home with a water billing. City Manager Bruce Barton said the company claims to be. picking up trash at several more homes than it is getting paid for. The contractor picks up trash at any home where it is set at curb-sid- e and if the home is illegally using water and not being billed by the city Roche would not get paid. But on the other hand, the city does not want to pay for homes in the city it is not collecting from. Barton said the city must 'come up with a fair and equitable way to determine the fees paid to garbage collectors. He said a more defined system pight be in order. After a public hearing, the annexation was approved and will include property beginning at 1000 West and 3500. South and east to the citys current existing boundary at 500 West and south to Gentile. Clearfield City has been servicing Syracuse through an intercity agreement and is considering switching to an automated operation.
