Show Roy tables annexation eKfisr, Residents opposed to 'city living not city itself .vf ANITA KERSEY ROY Roy City is one of the fastest growing cities in Utah. Each year more and more land area is under consideration for annexation into Roy, and not is happy about it. Tuesday night, the Roy City Council held a public hearing to consider requests of petitioners from Country Meadows and Equestrian Park Subdivisions on policy declaration, annexation and zone establish-- , ment for approximately 21 and 25 acres located at approximately 5175 S. 3550 W. and 5350 S. 3675 W. in a RE-2- 0 residential ne Lak-evie- w zone. After much debate, the issue was tabled until after another public hearing Sept. 2. Several people from the two subdivisions who attended said they do not want to be annexed into Roy City. They said it is not the city they oppose, but city living. Annette McMillan of Lakeview Equestrian Park told the council the petition is not what it appears to be because the residents who signed it did so in April when the acreage to the south of them was being sold to a developer. She said they felt at that time if they annexed into Roy City they might have some input in the decision about the size of the lots. We found out that it wasnt going to make a difference if we did annex or not because the lots were going to be divided small, McMillan said, feel we should help pay for these things with our taxes," Whitelock said. Councilman Dale Willis told the people it is not profitable to anyone to have an island of county property in the city when Roy City can service the area more efficiently. He said the county has two years to repair the roads in these subdivisions before the price for repair work goes up. If costs are higher, county taxes would go up, he said. If you want to imagine that you are farm when in fact, the city is all around you, then thats fine, but sooner or later Roy City would be forced by law to annex them, Willis said. Residents from the two subdivisions said county officials told them they have money in hand to chip and seal and finish .their roads. Jim Whitelock, who submitted the petition, said he doesnt feel anyone was deceived. He said that annexation is going to happen sooner or later and it may as well be now because everyone in that area uses Roys facilities, schools, stores and etc. oa Lakeside Review, Wednesday, Auaust 13. 1986 Councilman Richard Ulibarri said the council has heard the same argument over and over but that Roy City hasnt gone out and grabbed up land. We have to show the leadership as a growing community and annexation is part of that when its asked for, Ulibarri said. He also told the group that they should face the fact and admit the fact that they are beneficiaries of Roy City. Roy City can not tolerate islands, Ulibarri added. Willis asked for discussion and told the council that the city has a study on the situation and although there are feelings out there he felt the city should vote to annex these two subdivisions and not spend any more time on it. Councilman LaVar Smith said he believes it should be tabled for at least a month so that neigh- bors and friends can come together and discuss it.
