State budget Continued from Page 2 Hatch stated, We have had the same kind of economic struggles that other states have had, but we have had to do it with a tremendously increasing population. It has been taking 25 million dollars a year, additional money, simply to fund the new students. Hatch pointed out that since Govenor Bangeter has taken office, Utah has averaged .7 percent below inflation in population growth. The size of the budget in real terms has been decreasing. They have had to in1 crease taxes yet at the same time reduce expenditures and cut costs to keep things going. One of the questions raised by faculty attending the meeting was, what is the state administration doing to educate the tax petitioners who are against the tax increase s that is so im- portant to the higher education system? Hatches response to this was 'hat they are trying to make the facts available to the public through numerous lectures and speeches. In Utah, the taxes are about 12 percent above the national average. But the demographics are higher. The population is about 50 percent higher than the national average. Hatch think it is a remarkable remarked, feat to only be 12 percent above in taxes and yet 50 percent above in the demand in the kinds ol services we have to supply to our population. And we have to face the fact that we have to either pay the taxes to educate the population or we have to do away with He went on to say, If the services. the population wants to do away with the services, the budget can be balanced without increasing taxes.
