Its military rulers are trying their best to stay in power, even at the cost of the country itself. GENERAL YAHYA'S regime was declared illegal by Pakistans Supreme Court but General Zia has taken care of Pakistan's and legal profesjudicial sion by imposing military courts, (majors level) with their rulings superceding that of a High Court and Supreme Court. Now, General Zia, bolstered by strikes and tension following the successful hijacking of a Pakistan airliner, has taken steps to crush his opponents. A new decree issued in the last week of March has caused a ban on political parties, mass arrest of politicians from the newly formed Movement for the Restoration of Democracy and restricted powers of the Civil Courts and the rights of lawyers who have always been champion of Civil Rights in Pakistan. Judges have been ordered to refrain from considering any cases challenging the government or judgments by its military courts. Some Pakistanis believe that the generals are trying to overcome their complexes of humiliating defeats at the hands of India. General Zia has the power even to amend the Constitution at will. All court judgments which affected the Generals rule and imposed restrictions on his right to govern since the military takeover in July 1977 were declared void. Consequently, the Chief Justice and eight other judges have resigned. But the situation should be an eye opener to the Western world. GENERAL ZIA, WHO is a shrewd but mild mannered man, knew that Pakistans weakness is its zeal for religion. The very first day of his government, he came with a copy of Quran in hand to assure his countrymen about his good intentions to hold elections and return to democracy. Lately he has been offering prayers in public places to show his piety and he also claims to be a blessed man of Allah. Since he sees himself as a Khalifa of the Islamic state, he has been constantly refusing to hold elections. But SEE YOUR PARTICIPATING most Pakistanis believe that he is just acting He claims that only he can bring a real Islamic rule in the country. He has the power to ban any party that is not in line with Islamic ideology. The effect of the new decree means death to all secular parties and activities, thus a 100 percent discrimination against all minorities in terms of their political aspiration. Even judges are required to swear a new oath to defend the general's brand of ideology. It is ironic that the general does not believe in a promise that he made to hold elections when he took power. He preaches Islam but has no respect for people's rights. He believes that a good government need not necessarily be a representative government. Zias newly formed cabinet includes mainly industrialist and rural landlords with no political base. But most Pakistanis realize that his brand of national security and Islam is just a poison to the nation. AND NOW PAKISTANIS are on the streets to get political leaders out of the jails. Last month nine political parties united to form a movement to restore democ- racy and have launched a massive campaign to end the military rule. This is the third time a nation has had to face the bullets of its own army. The worst affect of this military dictatorship is the deprivation of citizenship. It creates more opportunities for outside elements, especially that of the Soviet Union. It is a well-know- n in Pakistan that a candidate for the Army Commission was asked as to why he joined the Army. The man said, to become the President of Pakistan. It is hoped that Western nations would not provide assistance to the regime. In fact there is a need to support Third World nations in their struggle for democracy and if the educational and institutional assistance does not flow from free West, its adversaries will fill in the vacuum, bringing the U.S. closer to a military confrontation than ever before in that region. joke But it should be remem- bered that only a system can fight a system, not a war. That Western nations should see the civil rights of the Third World people in the same spirit as they see for their own citizens. It is also time for American media to realize that not only ethnic minorities of this country but also a majority of American citizens feel concerned about human rights in other countries and the long due and proper coverage should be provided in this regard not only to forward what Washington or its friendly regimes depict but what a fair reporting and journalism requires. It is not implied that the media has misreported in any manner but that it has not reported what is of serious nature. A correct foreign policy in South West Asia is a matter of great importance to us especially after the Russian invasion of Afghanistan.
