"There is strong support growing in the Democratic party for the Reagan bipartisan budget, said a leader of conservative Rep. Phil Gramm, Democrats and one of the sponsors of the plan to derail the measure written by budget committee Democrats with the support of party leaders Predicts a Tough Battle who also is on the budget panel, predicts Gramm, a tough fight over the spending plan something on which all sides can agree. But at midweek, he said, I believe if the vote were taken today, this would be very close, but we would win. "All of us realized this would be very difficult to a member pull off, said Rep. Dick Gephardt, of the budget committee who supports the party alternative. (Gramm is the only committee Democrat who doesnt support it.) Gephardt said if the alternative, drafted under the loses leadership of chairman James Jones, just 13 Democrats on the conservative side and 13 Democrats on the liberal side, it would fail. "We have the vehicle that has the best chance, he said. Gephardt believes it already has the support of as many liberal as it will get, a point underscored by Black Caucus member Rep. Parren Mitchell, who said the Jones budget "doesnt help that much and wont be supported by the 18 blacks So to make the plan as attractive as possible to conservatives, Gephardt and others agree they must go along with a proposal to add $1 billion or $2 billion to defense spending. But Gephardt, who Speaker Thomas ONeill, has described as one of the young leaders of the party, conceded, "it may be that we cant do it.
