(UPI) Investigators say a DoraviUe black man may have been shot and lulled by Joseph Paul Franklin, a suspect in the sniper killings of 10 other blacks around the nation. Harold Mclver was gunned down July 22, 1979 just outside the Taco Bell restaurant where he worked in DoraviUe, an Atlanta suburb. Since that time, there have been no arrests and no motive established but investigators have confirmed that Franklin is a 29 year-ol- d Journal-Constitutio- ; The Utah Energy Office approved 280 renewable energy resource systems for 1980 tax credits totaling $125,262, the agency reported. The Energy Systems Tax Credit, approved in the 1980 session of the legislature, allows a 10 percent tax credit up to $1,000 for residences and up to $3,000 for businesses for applications of wind, hydro, active and passive solar energy systems. The Utah Energy Office received 543 requests for tax credit certification applications during 1980. It expects to process during 1981 the 279 not received and approved in the 1980 tax period. The 1980 credit was retioaetive to all systems installed between July 1, 1977, and Dec. 31, 1980. As of ! Jan. 1, 1981, the tax credit must be taken the year of ; installation. The tax credit program will be in effect through June 31, 1985. Approximately 75 percent of those taking the tax credit this year installed solar energy systems because of the state and federal tax incentives, according to Kevin Gillars, the agencys renewable resource specialist. Of the 280 systems approved for 1980 tax credits, only two were in the commercial sector. Arrest Ex-Ut- ah Legislator Salt Lake City Police arrested former state legislator Stephen Holbrook early Saturday and booked him in the Jail for investigation involving a morals offense. Holbrook, who was arrested at 12.10 a m., was released on his own recognizance about two hours later. He has not been formally charged with a crime. Contacted by telephone, Holbrook said it was true that he had been arrested but said he would not comment on the incident until it went to court. I have not seen the charges, Holbrook said. It (any comments) depends on what the charges are. Holbrook was arrested after a youth from the Clearfield Job Corps Center, Ogden, told police that a man offered to pay him money if he would submit to an indecent act. The youth said he was standing at 600 S. State when a man drove up to him and made the offer. The youth told investigating officer Brock Young that he refused and the man continued to drive around the block, passing the youth a number of times. The youth said he flagged down a Utah Highway Patrol trooper who notified police. When the police .. arrived, the youth identified the driver of a passing car as the man who made the offer. Holbrook was arrested at 265 E. 600 South. Officer Young cited City Ordinance (5) as reason for the arrest. The ordinance states it is . unlawful to induce, entice or procure another person, in or near any place frequented by the public or any public place, to commit a lewd act or an act of ysexual intercourse for hire or of moral perversion.
