Show rrnygi' yi f i The .salt Lake Tribune Davis COG to Rule On Applications For Block Grants Special to The Tribune When Commu, FARMINGTON nity Development Block Grant applications are considered here next month (or Davis County entities, the entire Davis County Council of Governments will decide which applicants will receive grants and to - What amount. COG's approval of this plan is a departure from the way it handled the block grants last year, in which a committee was formed to hear and rule on grant applications. Under the new rules, approved by COG during its January meeting, applicants for grants will be alloted five minutes of time to brief COG members on their proposals, to be I followed by five minutes for questions. Minutes to Each Sunset Mayor Norm Sant, at the beginning of the discussion, suggested 10 minutes be allocated to each application. Cities and other applying entities can make more than one application for the funds. Alluding to the possibility of lengthy marathon meetings, several limmayors proposed the it five for presentation and five for questions. This was subsequently adopted by COG. The organization also adopted some suggestions for the application process proposed by several Layton residents headed by Ann Harris, a member of Laytons City Council. The Layton suggestions are: 10 ' f ( s, i - 4 1 ' 4 Each applicant should be given the opportunity to make an oral presentation so that questions can be adequately answered Criteria should bo followed as agreed on by COG with no deviations. Applicants should address each criteria specifically and justify how the application meets the criteria. Consideration should be given as a weighted factor to applications addressing all of the criteria as opposed to only a few such factors. The grant process calls for an applicants proposed project to receive a maximum of 80 points based on how it addresses the criteria, such as whether it addresses health and safety and the number of people to be affected. Some Dissatisfaction Davis County Commission Chairman Glen Saunders said there was some dissatisfaction with the criteria last year among some applicants whose projects were not approved for funding. As a result, COG agreed that entities could propose changes in the criteria for 1983. Layton was the only entity to submit a list, he said. Albert Cole, acting director of the Davis County Planning Department, said Davis County will be receiving $858,128 this year to be distributed in community development block grants. Last year, he said the county received $719,000. Deadline for the submission of applications is Feb. 7. Davis Schools to Buy Land for Future Site Special to The Tribune Plans for the FARMINGTON purchase of about 10 acres of property in Fruit Heights for the eventual construction of an elementary school were approved Tuesday by the Davis County Board of Education. .j - The Fruit Heights property, known as the Harvey property, represents the Davis School Districts first land purchase under a new procedure agreed to in early January in which the purchase is announced publicly before payment is made. Before the change, the first public announcement of land purchases came after the deal had been consu-mate- d and the money had changed The price agreed to is $25,000 an acre or $254,725 for the entire parcel, he added, although this may vary slightly. County Board Hires Bookmobile Driver reads Oriental Special to The Tribune The Davis FARMINGTON County Library Board has approved the hiring of a Layton man to be the driver for the librarys bookmobile, thus filling a position that has been vacant since Jan. 15.
