Figures compiled by Library Director Jeanne Lay ton show an average annual cost of $27.42 for each family in the library system to sup- - The board's decision to keep the $10 fee another year followed a discussion in which Layton City Councilman Bob Stevenson offered an olive branch of sorts w hen he said the city will probably decide later this year whether to rejoin the library-system. The population for the library's service area (excluding Kaysville and Layton) is estimated at 115,328 and the per capita cost to provide library services to each patron is $7.66. Davis County Commission Chairman Glen Saunders, who is a member of the library board, said Weber and Salt Lake counties don't charge more than Davis Coun- ty does for library borrowing privileges. "If wn'd taken it (the fee) up to $20 or $25, there is a question as to whether Layton would compensate its residents (who continue to use the county library system)." he said City Has Paid Fees Since Layton's withdrawal, the city ha- - paid the $10 annual fees for families which have decided to keep their county library borrowing privileges. Pointing out a fee increase could alienate Layton residents against rejoining the county system, Mr. Whitesides said the board's decision to keep the $10 annual fee for another year is to the library's advantage. Voting in favor of keeping the current $10 fee were Mr Whitesides, Commissioner Saunders and Sharon Shumway. Board members Robert Arbuekle and Kva Jean Law did not attend the meeting Mr. Whitesides and Mrs. Shumway are both Layton residents. Commissioner Saunders discounted this as a factor involved in the voting.
