The child has the most obvious problem, and t sometimes it's the wisest thing to make her clothes yourself rather than have her suffer the humiliation of not finding something to fit her. Or shop alone for her, letting her try on the clothes at home where there are no salesgirls to make remarks. As for choice of clothes, you will find that simple, tailored dark clothing will make her appear smaller. Often its wise to buy a coat much too large and have it altered to her figure, rather than try to stuff her into one that makes her look like a sausage.
