The Utah Wildlife Board set the daily bag limit for five ducks, to include not more than one hen mallard and no more than one hen pintail. As in past years, no more than two ducks in the daily bag can be redheads or canvasbacks. The waterfowl season was set for October 12 through December 29; goose for October 12 through January 5, 1986. The apparent drastic change follows a long-terdecline in mallard and pintail populations throughout North America. The decline is due primarily to the combined effect of climatic trends and habitat loss in northern nesting areas. Although population size fluctuates greatly due to environmental variation, the recent decreases have biologists concerned. Special local events raise $1,665 for MDA BMX racers working together with local businesses and Vernal area residents raised $1,665 for the Muscular Dystrophy Association Saturday. The majority of the funds were raised through a BMX race, and a special youth show sponsored by food FM93 and a local fast restaurant. Contributions made by area residents during the Jerry Lewis Telethon have not been completely tabulated. Johnny Green, night club performer, performed a special fire eating act for Burger King patrons at 3 and 4 p.m. Aug. 31. A number of youths expi essed surprise at Green's ability to withstand the flames from his lighted torches. T.C. Johnston, professional clown and member of Greens band, also entertained patrons with humor and a sword act. Brett Dearman, radio announcer, assisted Johnston in his Using performance. magic Johnston put a box over Dearmans head and placed a number of swords through the box with Dearman emerging unscathed. In addition to the youth show Burger King also donated a portion of sales from French fries on Aug. 31 to MDA. Over 81 BMX racers competed in the first annual MDA race Saturday to raise over $800 of the $1,665 contributed to MDA. Racers of all sizes from Utah and Colorado came to the Outlaw Raceway in Naples to compete for trophies and prizes. Trophies in the double points race were awarded to riders garnering first, second, third, and fourth places. Businesses in Vernal and Naples donated money prior to the race to pay for and trophies for the riders. Funds generated through entry fees paid by riders and concession sales were turned over to MDA. Funds generated by entry fees and concession sales are normally used to purchase trophies for the riders. Vince and John Tracey presented the prt.eeds from the race and other contributions to Steve Brown, Salt Lake City sportscaster, during the telethon Sunday evening. Vince said that while they were only on the air for less then one minute, the trip to Salt Lake City was worth the long drive. He said plans are already underway for next years race for tee-shirt- s MDA Members of the Jaycees organization in Vernal also pitched in and helped MDA by manning the pledge center at the radio station. Support by parents and the community will play an essential role in the success of the program according to instructors. The actual classroom work began this week. The youth's textbook includes a number of activities for students Parents will also be asked to become involved in the program by Property taxes have now reached confiscatory levels in Utah and the only real solution is a constitutional amendment limiting property taxes to 1 percent of market value, according to the Utah Taxpayers Association. In the September issue of The Utah Taxpayer, the Association revealed that Utah property taxes have shot up 225 percent in the last ten years with giant increases in this year in many counties. Business solvency and home ownership is now in jeopardy, the association claims. The legislature has tried to place limits on the property tax but local governments have taken advantage of loopholes in the laws to circumvent legislative intentions, the UTA reported. There was the 1978 assessment freeze, the 106 percent levy limitation law, Proposition No. 1, the circuit breaker, reductions in the uniform basic school levy, and finally, the truth in taxation law. Not one of these solutions has brought abut the desired results, and some have even resulted in increased property taxes, the UTA claimed. According to the Association, the blame for these huge property tax increases rests squarely on the shoulders of city, county, school district and special taxing district officials: The people who imposed high mill levies on top of higher assessed valuations, who juggled tax rates to offset tax relief voted by the legislature, unnecessarily hiked local government spending and knowlingly increased property tax rates this year so as to beat the disclosure requirements which hecon The UTA also opposes extending a 6 percent utility user tax to county governments. Even if county commissioners promise to cut property taxes as the utility users tax is enacted, they have no way of guaranteeing that future county commissioners will not in homework participating assignments and attending a number of seminars. Prior to starting the program in Vernal the instructors attended a three day workshop at Weber State College. The workshop taught the instructors hou to become facilitators of the program. Four instructors who will be teaching the class, Ginger LeFevre, Tracy Mich, Deanna Nelson and Dean Blair say the new program s different from any other drug prevention program they have dealt with in the past. All four say they are excited about teaching The Quest program which will be incorporated into the regular curriculum of the school and will reach all students in the sixth grade. The program is being taught in a daily class as a health unit. The Quest program entitled Skills For Adolescence is sponsored both locally and nationwide by Lions International. Skills is designed to give young people the skills and confidence needed to resist the lure of drugs and alcohol. The program will teach students to become more and to resist peer pressure to become involved with alcohol and drugs. locally and nationwide is to teach students the skills to become healthy and responsible members of the community. The U.S. Fish and Wildlife Service regulates migratory game birds, including waterfowl. Theyre requiring that states set regulations that produce a 25 percent reduction in mallard and pintail harvest in an effort to rebuild the dwindling population. The slightly shorter duck season and specific bag limits on mallard and pintail should achieve this harvest reduction. There is a bright spot in this years waterfowl forecast Canada geese. Goose populations are up throughout their range, including Utah. Canada geese respond well to agricultural development, unlike ducks, and are doing well. Goose season will begin Oct. 12, coinciding with duck opener, and will run through Jan. 6 making goose hunting extend one week longer than the general waterfowl season. The goose limit remains at five, only two may be Canada geese. Swan permits will again be available this year through a random drawing. Applications for the 2500 permits will be taken Sept. by mail or in person at Division of Wildlife Resources regional offices around the state. The Utah Taxpayer Association believes that the spalpel approach to controlling government spending has failed and that we must now turn to the "meat axe approach. A Proposition No. 13 law, constitutionally controlling property taxes is now absolutely necessary and should be the first priority of the 1986 legislature, according to the UTA. The group hopes for a 1 percent limitation law improving on Californias Proposition No. 13. The Utah proposal would not hike property taxes when properties change hands as does the California law. It would require a legislative approval of any new tax or hike in existing taxes. It would require voter approval of new or increased taxes on the local level. The suggestion to replace the 21.28 mill statewide school property tax with higher sales taxes is merely a tax shift. Counties, cities and special districts will move in like vultures, in- creasing their property tax rates as fast as the schools lower theirs.
