Monberg Vernal Express Washington Correspondent The staff of the U.S. Synthetic Fuels Corporation (SFC) has been ordered by Chairman Edward F. Noble to conclude quickly negotiations on three or four synthetic fuels contracts involving shale oil, heavy oil and coal gasification to target some contract signings for Sept 13, when the SFC Board next meets. Noble has assigned special teams to wrap up the contracts by that time so that SFC has some accomplishments to show Congress when it returns to work after Labor Day. The embattled agency is starting to move at a fast pace to try to head off more blows from Congress. The House on July 31 adopted an amendment to the 1986 Interior Department funding bill (HR 3011) to kill the Corporation. The House Energy and Commerce Committee on June 25 reported out a bill (HR 935) to abolish the Corporaefs tion and whittle down the fort to a $500 million demonstration plant program to be handled by the Department of Energy (DOE). Noble has also written the White House asking for its suport to phase down the SFC effort to a monitoring role after SFC has concluded contracts on pioneer synfuels plants.. .by the end of this year. ..My proposal is to complete the awards process by Dec. 31, 1985.
