Two longtime residents of this community plan to cast votes on opposite sides of the Magna in- corporation issue next week. No. That will be the vote of Dr. Carl D. Clark, longtime dentist here who has been active in civic affairs, including participation in the Magna Community Council. Yes. That is how the ballot will be marked by D. Leon Reese, who is concluding his career in the State Legislature after serving nine terms (18 years). The former Kennecott employee, a retired welder, is a former president of the Magna Community Council. Both were asked if city status would be beneficial to Magna residents. Beneficial? Dr. Clark replied, I personally cant see any advantage to incorporation of Magna. We cant get out of city government what we dont already have with the county. He feels it would be detrimental in two ways. First, it would delay consolidation and, second, it would give us one more government that we would have to deal with. Mr. Reese responded, I think it will. I think we will be closer to the governing body. Were a long ways away now. Cost More? city-coun- ty Asked if taxpayers would have to pay more if Magna is incorporated, Dr. Clark said, Yes it will cost us more money. Traditionally, it has cost more money to start up cities. Reese, in contrast, stated, According to everything Ive seen, our taxes wont go up. Services Dr. Clark, replying to a query on whether municipal services could be expected to improve or not, said, This can be manipulated by the government In power. It could remain the same if we contracted with the county for services. It depends on how adamant the people are. Reese: Were hopeful theyll improve. I think they will in most areas. Asked if government would be closer to the people and more responsive to their needs, Dr. Clark commented, I dont think theres any question that it brings government closer to the people, but not necessarily more responsive. Reese: Im quite sure it will. Wed have control over planning and zoning and wed be spending the tax dollars where theyre collected. We can establish priorities for the betterment of the community, build community pride. Magna Both men were asked to evaluate the future on such matters as annexation and consolidation in the event the incorporation proposal fails. Clark: Ive been told that within 10 years, all the rest of the county will be annexed or incorporated, except Magna. We can almost do whatever we want, as a majority. If Kennecott and Hercules remain stable, well remain just exactly as we are now, if Dr. Clark said he advocates elimination of all the cities in the county in favor of one big AS FEATURED BY PAUL HARVEY RADIS zoning. Minority Likely Winner On Magna City Issue Destroys old rust Prevents new rust RT-- The decision facing Magna voters next week is that not every citizen has the opportuni-$ip one ty of being confronted with during a lifetime. &P Residents there on May 8 will decide whether to become a city or retain status. Actually, there is a third ignore the polls and let a minority of $ choice: M the community's voters make the decision. I In the past decade, the minority has made j the decision in a variety of proposals that 'M would bring municipal status to all or part of g&the unincorporated area of the county. In some cases, such as West Valley City and 'M Draper, city status was favored. In others, such as Taylorsville-Bennioand Lake Valley $$ City, incorporation was turned down. In each Incase, however, the minority made the while the majority shunned the polling ffl places. Lack of knowledge about the issue or interest in the proposal or both could play a big part in the majority's lack of participation. For those in Magna who have an interest in the outcome of the proposal, but feel they are short on knowledge, an informational meeting, complete with speakers and informational materials, is scheduled tonight xx (Thursday), just five days before the election. You may hear voices which do not favor incorporation. Do not be misled. There is a whole flood of information supporting the positive aspects of incorporation. Surely you may hear a few negative features, but I have made my own list in two columns for and against and my for column far out balances the other one. We must not be intimidated by the unknown. Our very lives are lived at a risk of various sorts, but do we give up because we dont know what next week or next year will bring us? The principle of incorporation is not new, nor is it bad. Those not favoring it tell us its not acceptable, not, the thing to do. But I say that it is that principle upon which this country grew up after the Revolutionary War over 200 years ago. It is not unusual. It is the thing which communities, desiring to keep their government close to them -accountable to them - have always done. Dont be afraid. I think in this instance we can use the phrase that cushioned the anxieties through the 1930s when F.D. Roosevelt cautioned, All we have to fear is fear itself. Remember, this incorporation effort has been pronounced feasible by a professional firm which acted independently of those in favor or against. They are expert in this field and, to quote their conclusion in their study, (article IX on page The proposed Magna incorporation is economically feasible. It would have a better tax base ratio than any incorporation previously studied. Incorporation would have a lower cost impact on homeowners than any other, with the possible exception of Lake Valley City. (Defeated proposal). You vote for your choices. And the elected people are accountable to us, the electorate. Also, when you hear, "another layer of government oi .more taxes, dont be misled. In each case its a trade-of- f with county government and taxes coming to us instead of to them. Remember, Magna people, the realities of the benefits of incorporation far outweigh the myths thrown up against it. Vote yes, incorporate May 8th. Jimmie L. My daughter was a Kennecott scholar and I even worked at the Arthur Plant for a few months during World War II. If Kennecott should fold, we would not be the only ones affected. The state, county and Granite School District all depend rather heavily on the copper industry. Since the copper Industry first located itself in the Oquirrh Mountains, we have survived a lot of things. We have weathered shutdowns and strikes, good times and bad, and still emerged alive and well - and so has Kennecott.
