Amid jeers from affected patrons, the Granite Board of Education voted Tuesday night to consolidate Central junior high with other schools, moving the bulk of the students to Granite Park junior high. Some Granite Park students will be shifted to Evergreen junior high, along with a small number of the Central youths. The Granite Alternative school will be moved into Central, along with some other district programs and the present site declared surplus for purposes of sale. About 150 people were on hand Tuesday, many of them to protest the proposal. More than 1,200 had the small enrollments at both Central and Granite Park were making it impossible to offer a full program. Granite Alternative PTA president Barbara Bawden and three students represented that school and asked the community not to judge too harshly perceived problems that would come into the community. Our students want an education. For various reasons, they have failed in traditional settings, but must obey strict rules to attend the Alternative school, Mrs. Bawden said. Evergreen PTA president LuAnn Jensen was opposed to the proposal, while it had the support of Granite Park leaders. The action finally taken by the signed two petitions, one against consolidation, the other against establishment of the Alternative school in their community. Several spokesmen indicated they had won the battle against closure two years ago and resented the Alternative school being made the excuse. South Salt Lake Mayor Jim Davis pointed out that between elementary schools, Central and Granite high, the district pays $2.9 million to educate youngsters In his community and collects $4.32 million in taxes. He called the school important to the community. Several spokesmen talked In favor of the small school concept, although a report from educators indicated that 2 - Two Sections board after brief study of six options will send Central students living east of 700 East, north of 3300 South, to Evergreen, along with Granite Park students living between 900 and 1300 East and between 3300 and 4500 South. The board indicated it would not favor any change in high school boundaries, so those students would come back to Granite high. The move will result in a projected enrollment of 932 at Granite Park and 836 at Evergreen next year. Present enrollments are Central 486, Evergreen 629 and Granite Park 650. The action was achieved in a series of votes, an effort to delay the action failing by that margin. Both Patricia Sandstrom and Joyce Higashi opposed the consolidation, setting of boundaries and moving the Alternative school into an unwelcoming community. A blighted area, it continued, has an existing or intended com- WEST VALLEY. The City Council here was told Tuesday night that findings of a recently completed blight study indicate the city should form a redevelopment agency. I think enough of the city is blighted, said Community Development Director Joe Moore. There are some serious problems. The blight study was authorized by the council Feb. 2 to be performe tract it had ed on a a redevelopment survey designated area (RDSA). The area is bounded on the north by on the west by 2320 South and the Brighton North Point canal, on the south by approximately 3100 South and on the east by about 1500 West, v The purpose of the study, according to information supplied by mercial, manufacturing, residential or other land use characterizd by blight factors including age, obsolescence, deterioration, dilapidation . . . and the existence of lots or other areas which are subject to being submerged by water. To qualify under state law as blighted, an area must demonstrate any two or more of 16 criteria, it said. During a slide presentation to the council Tuesday, Moore said each of the areas the study has identified as blighted meet at least four of the criteria. The director presented several pictures to the council of flooded land and dilapidated homes which he said met the criteria for blight. Moore also exhibited several pictures of well kept homes in the area to illustrate that a blight designation does not reflect the character of the entire region. Though characteristics of blight were found throughout the RDSA, the blight study designates of only about the eastern the tract as a blighted area.
