Those benefits would come in the form of tax revenue to help support the most basic form of local government. Contrary to what some members of the mass media have tried to imply. Salt Lake County would not lose all tax revenues from the state's indus-8trial giant, Kennecott. It would continue to taxes; only the tax for pay county-wid- fire services municipal protection, plan-Igj- i ning and zoning, street lighting (plus gar-8:bage fee) - would shift from the county to Magna if it would incorporate. some kind of "thief in the night" for proposing that its natural industrial environment be included with that portion of the community that is residentially developed. Magna residents, already administered a setback this week when their initial incorporation petition was turned down for technical reasons, have an uphill battle ahead of them. After getting another set of 1,000 petition signatures, they must be granted a feasibility study by the County Commission, the same body that will be able to say "No," if it sees fit, when an election date is requested, based on the results of the study. Should the Magna people be fortunate enough to progress to that point (in view of continuing pressure to revive consolidation efforts), then the decision will be all up to them. If the studies indicate lack of feasibility to create a city, the appropriate vote would seem obvious.
